I have a 1999 Grand Cherokee 4.0L When I turn the motor over it will not start until I stop and then try again. On the second time I turn the motor it starts right up. can anyone tell me what the problem maybe.

sounds like your starter is flat-spoted... or your starter relay is bad.
start with the relay... if the starter still doesn't turn over on the first shot, then your starter has a flat spot (probably from someone turning the key while it was already running).

Sounds like your fuel system is not staying pressurized. The system has to keep pressure up at "all times" even when the jeep is not running. Probably your fuel filter/fuel pressure regulator. This problem is starting to show up on 97's, 98's, and 99's. The system can be checked by a qualified mechanic from the test port on the fuel rail sytem in the engine compartment.

for some reason the 99 and up wj's have a problem with a fuel pump check valve(oring) that is located inside the fuel pump module. jeep has a technical service buletin out for the repair, and they all know about it if you ask your local dealer. the part is like 12$, but the labor is a little more. its not a bad job to do though. way to skimp on the parts there deter(krout bastard).
