Transmission won't shift

I have Two Jeeps & my 79' w/ a 3 sp. Quadra-Trac automatic trans, V8, wont shift out of first gear automatically. It has sat for about a year & a half. It is in excellent shape from a off frame restore & it has freash oil & tranny fluid in it. I can run it through the gears manually just fine. I was going to adjust the vacuume module on the trans to see if that would help before I install a new one that I have @ the house BUT the book doesn't tell me how many turns from the total set mark (thats screwed all the way in) to back it out @ . Something tells me to set it & back it out 1 1/2 turns????
Any help would be great.

P.S. It use to shift just fine untill I let it sit etc.
Tranny is good.
